The Council establishes general policy and approves program allocations.
The California Arts Council consists of eleven members, nine appointed by the Governor, one appointed by the President pro Tempore of the Senate, and one appointed by the Speaker of the Assembly. The members serve staggered terms. Council Members serve without salary, elect their own chair and vice chair, and meet throughout the state to encourage public attendance.
