I. PURPOSE AND PROJECT OVERVIEW

The County of Santa Barbara Community Services Department is soliciting proposals from a qualified consultant or

consulting team to develop a comprehensive, countywide film-production framework and database, and to evaluate

options for a future Film Commissioner or other film-support function.

Santa Barbara County’s diverse landscapes and distinctive locations offer substantial opportunities for film and

media production. The selected contractor will identify and document the public agencies, jurisdictions, property

owners, operators, permitting authorities, and other entities relevant to film production; assess existing permitting

pathways and resources; and conduct independent research and outreach to collect, verify, and organize this

information into maintainable databases and clear, publication-ready public materials.

As part of this engagement, the contractor will also develop the scope and potential structure of future film-support

services, evaluating service-delivery models such as a dedicated Film Commissioner or film-support role within an

existing County department, a contracted nonprofit or external organization, regional or multi-jurisdictional

partnerships, scaled service models, and hybrid or phased approaches.

The final deliverables will support productions in identifying filming locations, understanding applicable

requirements, and reaching the appropriate contacts, while providing the County with practical resources and a

strong foundation for future film services.

II. PROJECT OBJECTIVES

A. Improve access to film-production information

Make it easier for productions to understand filming requirements, identify potential locations, and connect with

the appropriate agencies, property owners, and contacts.

B. Increase coordination and predictability

Improve communication and referrals among County departments, cities, public agencies, land managers,

property owners, and other entities involved in filming.

C. Create a sustainable information foundation

Establish accurate, organized, and maintainable information that the County can update and use for public

communication, internal coordination, GIS mapping, County-based web resources, external web resources

(including but not limited to the California Film Commission CinemaScout directory), and future film-support

activities.

D. Increase the visibility and usability of local filming resources

Provide a foundation for promoting suitable filming locations and helping productions evaluate opportunities

throughout Santa Barbara County.

E. Support informed decisions about future film services

Give County leadership and the Board of Supervisors the information needed to evaluate whether and how to

establish an ongoing Film Commissioner or other film-support function.

F. Establish a practical approach to measuring activity and results

Identify feasible ways to track production activity, service demand, and potential economic or community

benefits over time.

G. Position the County for effective industry participation

Evaluate appropriate professional relationships, including FLICS participation, that could support coordination,

training, visibility, and future film services.

III. SCOPE OF WORK AND REQUIRED DELIVERABLES

The contractor shall independently conduct the research, outreach, interviews, follow-up, and verification necessary

to complete the work and deliverables specified below in this Section III. Deliverables shall distinguish adopted

requirements and written policies from operational practices or individual comments. Each final deliverable shall

identify its sources, verification status, and date of verification, as applicable.3

County staff will provide overall project direction, available background materials, and known contacts where

appropriate. The contractor will be expected to work largely independently in identifying additional sources and

entities, conducting outreach, following up, verifying information, and managing the day-to-day work necessary to

complete the assignment.

A. Final Project Work Plan and Schedule

Following the project kickoff meeting, the contractor shall refine the approach and schedule included in its

proposal to reflect the final negotiated scope, contract term, County priorities, available information, and agreed-

upon review process.

Required deliverable: Within 10 business days after the kickoff meeting, the contractor shall submit a County-

approved work plan identifying the final tasks, deliverables, schedule, milestones, outreach activities,

responsibilities, dependencies, and County review points. The work plan shall be subject to County approval

and updated only when material changes to the scope or schedule are approved by the County.

Key Project Milestones

The County anticipates the following major completion milestones. The final negotiated work plan may refine

interim sequencing and review dates, but shall preserve these overall completion targets:

By April 1, 2027: Complete the core countywide information collection and assessment, including the

jurisdictional and permitting research, initial permitting and jurisdictional database, filming-locations inventory,

and future Film Commissioner and film-support service-model analysis and recommendations.

By June 1, 2027: Deliver refined and substantially final databases and inventories, publication-ready public

materials, web- and GIS-ready data, and any approved public-facing resources or implementation materials

included in the final contract scope.

By June 30, 2027: Complete final County review comments, corrections, documentation, staff orientation, final

report, and project handoff.

A. Countywide Jurisdictional and Permitting Assessment and Database

The contractor shall identify the public agencies, jurisdictions, property owners, operators, permitting

authorities, and other entities whose authority, ownership, operational role, or approval may affect filming in

Santa Barbara County.

For each entity, the contractor shall document, as applicable:

limited to, modification rights and the right to create derivative works

▪ Recommendations for improving information access, referrals, consistency, and coordination

▪ A data dictionary identifying database fields, definitions, sources, and maintenance requirements

B. Filming Locations Inventory

The contractor shall identify and document a minimum of 30 film-ready or potentially film-ready locations

throughout Santa Barbara County. The inventory shall include a reasonable variety of geographic areas,

ownership types, and location categories, including urban, rural, coastal, natural, agricultural, historic,

commercial, institutional, and other settings appropriate to the County.

The contractor may include additional candidate locations for which complete information is not reasonably

available, provided that each location’s verification status and outstanding information are clearly identified.

The filming location inventory shall include, as applicable:

▪ Location name and description

▪ Location type and geographic information

▪ Ownership or operational control

▪ Managing entity

▪ Photographs or other media

▪ Permitting or approval authority

▪ Operational contact information

▪ Relevant websites or links

▪ Access and logistical considerations

The filming location inventory shall be structured to support future GIS mapping, web publication, and public-

facing location resources.

Required deliverables:

▪ An editable, searchable, and maintainable filming location inventory

▪ GIS-compatible location data

▪ Available photographs or media and associated usage-rights information

▪ A data dictionary and recommended process for maintaining and updating the filming location inventory

C. Public-Facing Film Production Resources

The contractor shall organize the information developed through the project into clear, accessible content that

assists film producers in identifying potential filming locations, understanding permitting requirements,

determining the applicable permitting entities, and connecting with necessary and appropriate contacts.

At a minimum, the contractor shall develop publication-ready content and structured data that the County can

use on its website or in other public-facing systems. The contractor shall also recommend the most

appropriate format and platform or software for presenting and maintaining the information.5

Custom website development, GIS applications, searchable platforms, or other technology implementation

shall be included only if specifically identified in the final contract scope and cost proposal.

Required deliverables:

D. Production Tracking and Baseline Measures

The contractor shall develop a practical and cost-effective framework for tracking film production activity within

the County and evaluating future film support services.

The framework shall include at least six recommended measures. Potential measures may include:

▪ Production inquiries

▪ Permits and approvals

▪ Number and type of productions

▪ Filming days

The contractor may recommend additional measures, including services requested or provided and other

indicators appropriate to a future County film function.

For each recommended measure, the contractor shall identify the definition, available information sources,

responsible entities, collection method, known limitations, County staff responsibilities, and recommended

reporting frequency.

The contractor shall establish baseline information for each measure where reliable data is reasonably

available. When baseline information is unavailable or unreliable, the contractor shall document the limitations

and recommend a practical method for future data collection.

Required deliverables:

to in writing by the County.

Maximum Contract Amount; No Guarantee of Award. The County may award a contract for the work contemplated

in this RFP to a selected proposer, in a maximum aggregate contract amount not to exceed $140,000 (“Maximum

Contract Amount”). The Maximum Contract Amount is a maximum contract ceiling and does not represent a

guaranteed award or expenditure; County may award no contract, or a contract for less than $140,000, and in any

event is not obligated to expend any amount in connection with this procurement. The County may award a contract

for less than the Maximum Contract Amount based on the selected proposal, final negotiated scope, available

funding, and County needs. Issuance of this RFP does not obligate the County to award a contract.

Contracting Requirements. Selection of a proposer and issuance by the County of a Notice of Intent to Award does

not constitute a contract award. Any award will be contingent upon successful negotiation and execution of the

County’s applicable form of agreement, satisfaction of applicable insurance, indemnification, and other County

contracting requirements, and completion of all required County approvals. The selected contractor will be

responsible for the performance of all work, including work performed by County-approved subcontractors.9
