DESCRIPTION
Job Summary
Oversees and manages the activities of the Cultural Affairs Division. Develops and directs a range of cultural affairs programs and services for the public. Promotes the arts in Santa Monica in collaboration with non-profit organizations and the local artist community. Develops policy recommendations regarding cultural and arts programming in the community.
Representative Duties
Plans, organizes and directs the operation of the Cultural Affairs Division, including the administration of a variety of City-sponsored visual and performing arts programs.
Selects, trains, supervises, and evaluates division staff. Implements staff development and training activities. Develops and ensures the implementation of effective customer service standards.
Researches the needs of artists in the community and identifies available City resources to support the arts. Develops and recommends new or revised policies and programs to meet the needs of the community, including working with department and inter-departmental groups to design innovative and community-responsive new arts program initiatives.
Serves as a liaison in partnerships and initiatives with the Santa Monica/Malibu Unified School District, Santa Monica College, the business community and non-profit arts groups in the City to further the City’s presence as a world-renowned arts community.
Oversees the City’s arts and cultural grant programs and grants management staff. This includes the development of proposed policies, funding rationales, grantee selection and grants monitoring procedures.
Oversees staff involved in the development and implementation of marketing strategies and promoting the City’s role as an arts community. This includes providing oversight in the planning and supervision of the implementation of City-wide festivals and events.
Oversees and manages the City’s Public Art Program. Identifies public art opportunities in the City’s Capital Improvement Program and provides support to staff involved in integrating public art into capital projects.
Oversees staff involved in the operation and program development of the Miles Playhouse and the Annenberg Community Beach House. May oversee other City cultural facilities, as assigned.
Oversees the development of inventories of funding sources for arts activities. This includes local, state, federal and various funding sources. Secures funding for the support of the arts. Serves as a liaison with funders as an advocate for art activities in the City.
Oversees and monitors the division’s operating budget. Projects and monitors revenues.
Oversees staff working with consultants on various projects for the Division.
Makes presentations to City Council, Boards and Commissions, management staff, the public, non-profit agencies and various community groups on division related topics.
Staffs the Arts Commission and Santa Monica Arts Foundation, including subcommittees.
Prepares and/or edits a variety of reports for submission to the City Council and various commissions and committees.
Responds to and resolves citizen complaints.
Acts as the Director of Community and Cultural Services in his/her absence, as required.
Performs other related duties, as assigned.

Education, Training and Experience
Graduation from an accredited college or university with a Bachelor’s degree in Arts Administration or a closely related field. Four years of recent, paid, progressively responsible, work experience in the administration of arts or art-related programs which included two years of management and supervisory responsibilities.
Licenses and Certificates:
Possession of, or ability to obtain and maintain, a valid California driver license may be required.

WORKING CONDITIONS:
The work is primarily performed indoors within a busy office environment with frequent interruptions. Occasional local and state-wide travel is required. May be required to attend events and/or committee or commission meetings which may occur during evening hours and weekends.
