About the Department Per the City’s COVID19 Mandatory Vaccination Policy, the City requires all employees starting on or after February 11, 2022, to provide proof of vaccination as a condition of employment absent a documented medical and/or religious exemption. Proof of vaccination means that employees are required to be “up-to-date” with regards to the COVID-19 vaccine. Consistent with the Santa Clara County Public Health Order issued on December 28, 2021, “up-to-date” means that an employee is not only “fully vaccinated,” but has also obtained any booster doses of a COVID-19 vaccination for which they are eligible, within 15 days of first becoming eligible.

Housed within the City Manager’s Office, the Office of Economic Development and Cultural Affairs (OEDCA) leads the implementation of San José’s Economic Strategy by working with other City departments, private businesses, and community partners. OEDCA has four integrated divisions: Business and Economic Development, focused on job creation, business attraction, expansion, and retention; Business Operations, focused on revenue generation, management of city-owned property assets, the management of property where the City is landlord or tenant, and responsible for the administrative functions of the department; Cultural Affairs, responsible for cultural development in San José; and work2future, the federally funded workforce development program serving Silicon Valley.

Positions & Duties
 This position is in the Public Art Program and administers specific program elements within the general Public Art Program and reports to the Public Art Director in the Office of Cultural Affairs. The position supports the work of the Public Art Program, Public Art Committee, and the Public Art Director in managing the City of San José’s Public Art Program.

Typical Duties:

Coordinates projects within specific arts program categories.
Develops and monitors project work schedules from beginning to completion.
Coordinates work performed by contractors, artists, and technical consultants and advises the supervisor on status.
Coordinates work related to the conservation and maintenance of the City’s public art collection.
Maintains appropriate files, mailing lists, and inventory.
Coordinates with vendors, consultants, artists and arts organizations for the ongoing program and/or project schedules and related requirements.
Serves as communication liaison between programs and participants.
Develops and recommends guidelines and procedures, within the appropriate arts program, for review by the supervisor.
Prepares memos, analyses, and reports on programs and projects for review by the supervisor.
Develops and recommends project budgets and monitors project expenditures.
Develops and distributes public information materials related to the development and execution of programs and projects.
Organizes and assists with informational workshops, community outreach meetings, and/or training opportunities as required for project/program participants.
Assists in the preparation of various committee meetings, attends meetings, and maintains records of proceedings.
Coordinates the implementation of grant, Requests for Proposals (RFP), and Request for Qualifications (RFQ) application and selection processes specific to the arts program category.
Attends or participates in evening and/or week-end activities and events, as necessary to fulfill the requirements of the position.
Works flexible hours to accommodate occasional evening and/or weekend work.
Performs other duties of a similar nature or level.
The actual salary shall be determined by the final candidate’s qualifications and experience. In addition to the starting salary, employees in this classification shall also receive an approximate five percent (5%) ongoing non-pensionable compensation pay.

This is a limit-dated/overstrength position that is anticipated to be funded through June 30, 2023, subject to further extension as appropriate. Qualifications
Education:  Bachelor’s Degree in a related field such as Arts, Public Administration, Business Administration or Education.

Experience: Two (2) years of experience administering arts programs for community entities.

Licenses or Certificates: Possession of a valid California motor vehicle driver’s license.

Selection Process

The selection process will consist of an evaluation of the applicant’s training and experience based on the application and responses to the Job Specific Questions.
