About Fresno Arts Council

Founded in 1979, The Fresno Arts Council was established to be a support to and advocate for the Arts in Fresno County.  Today, we serve as the State Local Partner to the California Arts Council by designation of the Fresno County Board of Supervisors and we are the City of Fresno’s arts agency by Memorandum of Understanding.  The Council has a history of developing new and innovative programs that provide opportunities for working artist and arts organizations.  We are best known in the community for ArtHop, but we also manage public art projects, teaching artists in the schools and correctional institutions. Our unique range of services and specialized skill sets allow us to customize services to the arts community. 

About the Job

The FAC Operations Manager will oversee organization Accounting and Human Resources.  This position is responsible for the day-to-day management of labor, finances, and operational support. The Operations manager is a key part of a management team and oversees high-level HR duties, such as maintaining confidential records. The Operations Manager will also analyze and improve organizational processes, and work to improve quality, productivity, and efficiency.

 

Job Responsibilities:

Bookkeeping

·       Maintains records of financial transactions by posting transactions, collecting payment, invoicing, and all other financial management.

·       Balances general ledger by preparing a trial balance; reconciling entries.

·       Maintains historical records by filing documents.

·       Prepares financial reports by collecting, analyzing, and summarizing account information and trends.

·       Complies with federal, state, and local legal requirements by studying requirements; enforcing adherence to requirements; filing reports; advising management on needed actions.

·       Prepares monthly reports, including but not limited to W-4, direct deposit and benefit deductions, monitor accruals of Vacation and Sick hours, payroll-related journals in QuickBooks

·       Processes and supports the 403(b) retirement benefits program by processing paycheck deferrals, loans, distributions, annual census.

·       Prepare audit file; provide support to and gather necessary account information and documents for external auditors and other reviews.

Human Resources Management

·       Serve as primary point person for benefits management issues and needs for staff including managing benefits, evaluating cost-effectiveness of benefits, proactively developing resources such as quick guides for benefits and processes; and developing and conducting periodic trainings on HR policies, procedures and benefits.

·       Responsible for payroll services and processing including processing attendance and payroll data, reporting to agencies, tax filings (Payroll Tax Returns, W2s, 1099s) check verification and distribution.

·       Prepare materials for agency audits, benefits renewals, and annual government report.

·       Ensure accuracy and confidentiality of data stored in employees’ files; both in electronic form and hard copy.

·       Recognize and appropriately convey the sensitive nature of any situation and the ability to keep all matters appropriately confidential is necessary.

Administration

·       Demonstrate a highly professional and cooperative demeanor with supervisors and coworkers.

·       Strong interpersonal, communication, and facilitation skills.

·       Proven ability to give, deny or ask for information in a tactful and friendly manner and discretion in giving information about plans and/or action to anyone is required.

·       Ability to keep all matters appropriately confidential.

·       Strong attention to detail.

·       Strong analytical and problem-solving skills.

·       Ability to work independently and with minimal supervision.

·       Flexibility to adjust and contribute to continually evolving work situation and changing priorities.

·       Excellent computer skills, IT troubleshooting, proficiency with MS Office applications.

·       Excellent organizational skills with demonstrated ability to execute projects on-time and on budget.

Skills and Qualifications

Bachelor’s degree in business administration,  accounting,  or related field.
2+ years’ proven experience in an office or operations management position.
Excellent ability to delegate responsibilities while maintaining organizational control of operations and customer service.
Knowledge of general business software and aptitude to learn new applications; proficiency in Microsoft Office (Word, Excel, Outlook).
Demonstrates a team player mentality
Working knowledge of QuickBooks and QuickBooks Online.
Reliable transportation is required. 
 

Preferred Qualifications

Multiple years of financial and account reporting, nonprofit accounting, GAAP compliance.
Bilingual communication skills.
Working knowledge of grants/contract management

Work Environment / Physical demands

Duties are performed In-Person, office setting.
Execution of responsibilities may require work beyond the standard workday and workweek.
Occasionally must be able to move office supplies and equipment weighing up to 15 pounds across the office.
 

Salary

Competitive compensation depending on experience. Includes full employer-paid healthcare (UHC Platinum PPO) and voluntary deduction benefits such as dental, life insurance, and accident through Colonial Life and 403(b) retirement benefits.  
·       This is a full-time exempt position.

·       Work week is Monday-Friday 9 a.m. to 4 p.m. with some weekends and evening when assigned.
